       Commissioner Sun Changjun said in his speech that he had a deep understanding of the statement in the government work report that "the focus of economic development should be placed on the real economy, promoting industries to move towards the middle and high-end, and accelerating the creation of a national important advanced manufacturing base."


       The equipment manufacturing industry has gone through three stages: from the 1.0 stage where digital technology was initially applied in a single intelligent domain, to the 2.0 stage where enterprise business involved the integration and optimization of elements and achieved model innovation, and then to the 3.0 stage based on the industrial internet, where resource, business and capability sharing and collaborative development among ecological partners are realized. Taking Zhonglian Heavy Machinery as an example, after years of accumulation, digital transformation has integrated into the entire business process of the company and has entered the 3.0 stage. The company uses self-developed industrial software for end-to-end management and has achieved the implementation of six digital scenarios including R&D, production, supply chain, service, product and industry. The average production capacity of intelligent factories has increased by 70%, the manufacturing cycle has been shortened by 55%. The product development cycle has been shortened by more than 25%, the process design efficiency has increased by more than 50%, service costs have been reduced by 30%, sales costs have been decreased by 20%, and inventory turnover rate has increased by 10%.


       "The digital transformation of the equipment manufacturing industry in Hunan Province has accelerated, generating vigorous vitality," said Sun Changjun, a committee member. However, there are also issues such as unbalanced development, insignificant synergy effects between upstream and downstream in the industrial chain, and insufficient basic research capabilities. Specifically, it is manifested as follows: First, there are few enterprises that have successfully achieved digital transformation, and they are mainly concentrated among leading enterprises. The cost of trial and error for digital transformation is high, and the investment is huge. Only leading enterprises have achieved successful transformation, and the cluster effect is not yet significant. Second, the coordination of digital transformation between upstream and downstream is difficult. The leading equipment manufacturers have insufficient influence and are unable to drive the upstream and downstream enterprises to transform simultaneously, making it difficult to form a synergistic multiplier effect. Third, there is a lack of basic research and core key technology capabilities. Especially in technical fields such as key industrial software, underlying operating systems, embedded chips, and development tools, there are weaknesses, and there are no core technologies or patents.


     Based on the specific practices of the enterprise itself, Committee Member Sun Changjun put forward suggestions from three aspects: policy support, industrial chain collaboration, and basic research. "It is suggested to strengthen the support of policies such as finance, taxation, and finance, innovate the financing model of enterprises, and increase credit support for the digital transformation of small and micro enterprises," Committee Member Sun Changjun stated. Additionally, through measures such as project subsidies and tax reduction, he encouraged leading enterprises to carry forward the spirit of "teaching and guiding", enabling and assisting small and micro enterprises to utilize digital transformation to enhance their competitiveness.


   At the same time, we will vigorously support the establishment of functional platforms around leading enterprises, fully leveraging their "pilot role" to lead and drive the digital transformation of upstream and downstream enterprises in the industrial chain, and promote the coordinated development of the industrial chain. Additionally, he stated that we should "increase the funding for research and development in areas such as artificial intelligence, core components, basic software, basic processes, and basic manufacturing equipment, strengthen joint research efforts, and achieve independent control of key core technologies."
